Altadena lost thousands of homes in a single night, and the rebuild that followed has been slower and more complicated than anyone was told at the start. Not because the work is unusual — a house is a house — but because everything around the work is.

Your permit goes to LA County rather than a city. Your insurance limit was set before construction costs rose. Your lot may need soil work nobody mentioned. Every one of those is survivable if someone tells you about it early. All of them are expensive if you find out in month six.

Local conditions

Four things about rebuilding here that nobody warns you about.

  • Unincorporated county, not a city

    Altadena is governed by Los Angeles County, so plan check runs through County Public Works and Building & Safety. Submittal standards, correction cycles and inspection scheduling all differ from a city process, and a set drawn for Pasadena review will come back with corrections. We submit into the county path directly.

  • Your policy limit was written for a different market

    Dwelling limits were set against pre-fire construction costs and rarely reflect what a code-compliant rebuild costs now. Ordinance and law coverage often pays for code-required upgrades separately, and extended replacement cost can add materially above the stated limit. Both are commonly underclaimed. We document the real cost so you have something to negotiate with.

  • The lot itself is a line item

    Foundation condition, sewer or septic status, retaining walls, slope stability and soil compaction after clearance all affect what you can build and what it costs. We assess the site before design is finalised, because a surprise found during design is a decision and a surprise found during construction is a change order.

  • Chapter 7A is not optional, and it is a good thing

    Rebuilding in the wildland-urban interface means Class A roof assemblies, ember-resistant venting, tempered glazing, ignition-resistant cladding and enclosed eaves. It adds cost. It also means the house you move back into is materially harder to burn than the one you lost — which is the entire point of doing this properly.

How it goes

From first walkthrough to keys.

Plan on roughly two years from hiring a builder to moving in. Anyone quoting you materially less is either not counting the permit or not planning to finish.

    Planning & Scope

    We document the real scope — for rebuilds, that means reading your insurance estimate line by line against what the work actually costs. You get a written scope and a number you can plan around.

    Design

    Architectural drawings, structural engineering and Title 24, priced as they develop so the budget conversation happens while changes are still cheap. You approve the design before it is submitted.

    Permits

    We submit to LA County or your city, respond to every plan-check correction and pull the permit. You are not standing at a counter, and you are kept up to date on where the submittal stands.

    One project manager, a published schedule and regular progress updates with photos. Change orders are priced and signed before the work happens, never discovered on an invoice.

    Final inspections, certificate of occupancy, a punch list we finish rather than argue about, and an organised warranty and maintenance handover.

Before you hire anyone

Five checks that take ten minutes.

This applies to us as much as anyone else. Run them.

    Look up the CSLB license number at cslb.ca.gov yourself. Confirm it is active, and that the classification covers the work.

  2. 02

    Ask for certificates of workers’ compensation and general liability insurance, issued to you, current, from the carrier.

  3. 03

    Know the law on deposits: a home improvement contract in California cannot take more than $1,000 or 10 percent of the price, whichever is less, as a down payment.

  4. 04

    Never let a contractor take control of your insurance claim or ask you to sign over your benefits. Adjusting a claim is a separate, licensed job.

  5. 05

    Get the scope, the schedule and the allowances in writing before work starts. If someone will not put it in writing, that is the answer.

Do I need a different permit process because Altadena is unincorporated?

Yes, and it catches a lot of people out. Altadena is not a city — it is unincorporated Los Angeles County, so your plans go to LA County Public Works and Building & Safety rather than to a city building department. The submittal requirements, the plan-check queue and the inspection scheduling are all different from Pasadena’s. We run this process directly and respond to corrections ourselves.

My lot has already been cleared. What happens next?

Clearance is the start, not the finish. Before design is final we want a look at what is left: foundation condition, the state of the sewer or septic connection, utility stubs, retaining walls and any slope that moved. Some cleared lots need soil testing or re-compaction, and finding that out during design costs nothing while finding it out after the foundation is engineered costs months.

Can I rebuild a larger house than the one I lost?

Usually, within zoning limits. The tradeoff is that meaningful changes can move you off the fastest permit path, and your insurance proceeds only replace what you had — anything additional is out of pocket or financed. We price both the like-for-like version and the version you actually want, so the decision is made with numbers rather than hope.

Should I build an ADU first?

For a lot of Altadena families, yes. An ADU is smaller, permits faster and finishes months before the main house, which means you can live on your own property instead of paying rent through the whole rebuild. We permit both together and sequence the ADU first. It is one of the highest-value decisions available to you right now.

How do I know a contractor is legitimate?

Check the CSLB license number yourself at cslb.ca.gov — do not accept a photo of a card. Confirm workers’ compensation and general liability certificates naming you. Be extremely wary of anyone who knocked on your door, wants a large deposit up front, or offers to “handle” your insurance claim for you. California caps down payments on home improvement contracts at $1,000 or 10 percent of the contract price, whichever is less.

My insurance payout will not cover the rebuild. What now?

This is the most common situation we see, and it is rarely the end of the conversation. Most policies carry ordinance and law coverage that pays for code-required upgrades separately from the dwelling limit, and it is frequently underclaimed. Extended replacement cost provisions may add 25 to 50 percent above the stated limit. We document what the rebuild genuinely costs so you have leverage, and if a real gap remains we help you value-engineer the scope rather than pretend the number works.

How long does a fire rebuild actually take?

Plan an honest two years from hiring a builder to moving in. Design and engineering run three to five months, LA County plan check typically 90 to 120 days, and construction 12 to 18 months depending on size and site. Anyone promising a finished house in nine months is either not counting permits or is not planning to finish.
